European defence, security and resilience startups raised a record $8.7 billion in venture capital in 2025, up 55% year-on-year. The capital base behind them is evolving too — dedicated military or defence tech funds are growing larger, dual-use and resilience investors are multiplying, and governments are entering the market through sovereign and state-backed vehicles.

NATO Innovation Fund

SecFund

SecFund invests on the same terms as private co-investors, with public sources covering up to half of a company’s financing requirement.
